TurboTax Error 1603: Fatal Error During Installation
Error 1603 is a generic Windows Installer failure that halts the TurboTax desktop setup. In most cases it clears up after you install as administrator, repair the .NET Framework, and pause your antivirus.

Symptoms

What causes it
- ▸The Windows Installer service is in a bad state or a previous install left files behind.

How to fix it
1Run the installer as administrator
- Close TurboTax and any open setup windows.
- Right-click the TurboTax installer file (or the CD's setup.exe) and choose Run as administrator.
- If Windows asks for permission, click Yes and let the install finish without touching the computer.
2Temporarily disable antivirus and firewall
- Open your antivirus app and pause real-time or active protection for about 15 minutes.
- Turn off the Windows Firewall temporarily through Control Panel if you suspect it's interfering.
- Run the installer again, then turn your security software back on as soon as the install completes.
3Repair the Microsoft .NET Framework
- Download Microsoft's official .NET Framework Repair Tool from microsoft.com.
- Run the tool and let it scan for and fix any problems it finds.
- Restart your computer and try the TurboTax install one more time.
4Do a clean reinstall
- Go to Settings, then Apps, and uninstall any existing TurboTax for the affected year.
- Restart the computer to clear locked files.
- Download a fresh copy of the installer from your account or use the CD, then install as administrator.

No. Your saved .tax files live separately in your Documents folder and are not removed when you uninstall the program.
